Adept Management have provided a broad range of services to projects in the education sector procured through PFI, Frameworks or BSF. We have developed, in addition, specific services for the BSF market in conjunction with Public Private Solutions Ltd, collectively termed Integrated Programme Delivery (IPD). A key principle of the BSF procurement model is the threat of losing exclusivity over future workflow if value for money is not continuously achieved. Authorities are still to be won over that LEPs will fulfill their commitments to meeting the KPI’s and Continuous Improvement targets stated in the bid. Likewise, there is a danger that Central Government will want to show that the contractual framework has teeth. If LEPs are to secure exclusivity and recover the substantial bid costs involved in BSF, it is essential that they have the processes to ensure multiple school delivery and are equipped to learn and improve as they develop new projects.
LEPs use disparate teams of contractors and designers who do not always interact in the manner required to meet the LEP’s improvement targets. However, this improvement can be achieved by instigating an independent, objective and ‘real’ Integrated Programme Delivery (IPD) framework.
Integrated Programme Delivery is a suite of specific services offered by Adept Management and Public Private Solutions. These services can be offered as part of a broader programme management approach or in isolation as part of a strategic consultancy service.
